Attached is an extract of the Confidential Annex to the minutes of the Chiefs of Staff meeting held on Tuesday 11 July, at which DCDS Intelligence reviewed recent developments in Hong Kong. We spoke about this on the telephone, and you will see that there is a feeling running through the discussion that perhaps the Defence Intelligence Staff and presumably The Service Commanders favour firmer action than perhaps the Political Departments are prepared to countenance at present. view of the Commander in Chief Far East's visit to Hong Kong on 17 July I felt you should be aware of this possible divergence.
