Introduction

The use of bombs and explosives by the communists began on 21st June, 1967, when the first bombs, both real and simulated, were planted. The introduction of this form of activity, in fact, marked a new phase in the confrontation which has continued with varying degrees of intensity over since.

There have been periods of relative quiet followed by an upsurge of bomb activities, but there have been no periods completely free. Bomb incidents have, on occasions, been accompanied by noisy demonstrations, but generally devices have been laid clandestinely by individuals or Small groups and such activities have in recent weeks comprised the major effort on the part of the local communists.

3. So far 7487 reports of bombs have been received of which 1332 have been true, 6155 simulated or false. A total of 15 persons have been killed and 337 injured including 4 bomb planters themselves killed and 11 injured by their own devices. Damage to property has been relatively light.

10 To assess the problem it is necessary to examine various aspects of terrorist bomb activity.

The Effect of Bomb Incidents.

Clearly, the most serious effect of real bombe is death and injury to persons and damage to property which currently gives cause for grave concern. The indiscriminate planting of explosive devices and deliberate attacks on persons and property clearly indicate the disregard of the communists for the safety of innocent persons.

6. The next major effect is the disruption of normal lifo within the Colony. The obstruction caused to traffic flow, public services and so forth, creates an air of tension which prevents a state of normality from prevailing and undermines public confidence, In this context, it is also necessary to consider the effect on the tourist industry. Although earlier indications that the industry may be seriously affected have not been substantiated the prospect remains.

770 Finally, considerable time and effort is frequently expended and manpower committed in the guarding, disposal and investigation of bomb incidents.
