Weekly assessment of situation as at 27 November 0600 hours.

The principal features of the Communist confrontation during the period have been:-

(a) The continuation of bomb incidents, with the police force as the main target. 180 'hoax and 58 genuine bombs were reported of which 6 exploded. Bombs were thrown at two police vehicles, into a police compound, at police on road block duty and into an office of the Hawker Control Force.

(b) Further minor, short lived demonstrations, both in the streets and at magistrates courts.

(c) Minor incidents at Sha Tau Kok were the only occasions on which the continued comparative calm of the border area was broken. On 22 November a small bomb was thrown from Chinese territory (C.T.) and exploded near police post.

(a) Continued anti-British propaganda in the Communist Press. Government was denounced for 'robbing the poor' by devaluing the Hong Kong dollar, and when the dollar was subsequently revalued, 'for making a profit from the poor who had invested in gold as a result of devaluation'. suspension of the Communist publication 'Youth Garden Weekly' (paragraph 2 refers) has been condemned and a judgement against the Wen Wei Pao in a libel suit brought by a Government servant has led to warnings to Government 'not to touch' this leading Communist newspaper. No comment has appeared, so far, concerning the return to Hong Kong of senior Inspector Knight, and two police constables or the opening of the Man Kam To bridge (paragraph 3 refers).

2. Police action continued against Communist targets mainly connected with bomb activity. A number of persons were arrested for possession of genuine and 'hoax' bombs and bomb-making materials. On 22 November, the proprietor of a Communist magazine 'Youth Garden Weekly' failed to appear at court to answer charges of sedition and related offences. A warrant has been issued for his arrest and a court order made, suspending further publication of this periodical.
