Draft weekly assessment as at 270600 November for Peking.

Main features.

(a) There were 180 'hoax' and 58 genuine bombs of which six

exploded. The police remain the main target. A few small street demonstrations.

(b) Border area remained calm except for minor incidents

including bomb thrown from CT in Shataukok.

(c)

Communist Press attacked both devaluation and revaluation as robbing the poor. A judgement in a libel action by a Government servant against the Wen Wei Pao and the suspension of the Communist magazine 'Youth Garden Weekly' was also condemned. There has been no mention of

Inspector Knight's escape or negotiations on the border.

2. The campaign to boost morale in Unions has achieved some success. Strike pay is now only paid to those still unemployed who also attend Union meetings. Activity in schools is increasing and morale is high there. The academic curriculum and examinations have virtually been abandoned in favour of political indoctrination.

3. Reports indicate lower attendance at the Canton Fair and some business severely affected by devaluation and revaluation of H.K. dollar. Contracts signed have been cancelled by CPG but others have had clauses added to agree payment at prevailing rates on delivery. 4. Explosion in Chung Wah School (Communist) and injury to bomb-making student on 27 November led to police raid followed by closure until August/68. Four other Communist schools inspected on 28 November to detect bomb making resulting in discovery of hoax bombs, small quantity of explosives, and 11 arrests. 107 unruly students and staff detained for enquiries from one school, 93 were released later. Local Communists line is to condemn action as persecution of patriotic education.

5. Bomb incidents at a relatively low level are expected to continue. The annual exhibition of H.K. products in early December may provide excuse for an upsurge, Communist policy appears now to be directed at consolidating support in Unions and in schools.
