Hong Kong telegram No. 1859 to Commonwealth Office (D.T.D.)

-2-

4.

The change of attitude in the Communist Press towards violent acts has been evident since the return from China on 7 December of a senior NONA official who may have brought instructions to stop emphasising violence. If this line is continued local militants may be deterred but time and perhaps positive action will be needed to stop violence altogether.

F.0. please pass Peking 661.

Sir D. Trench
