Delaying tactics. We suggest that we revert to the previous practice of referring all applications received from Japanese listed in the Directory of Soviet International Front Organisations other than in cases where it would clearly be in our interest to grant transit visas on application (Davies' letter TS. 7/66 of 9 December to Ellingworth copied to P.C.D. refers).

2. This directory does not cover many Japanese who are members of pro-C.C.P. "orthodox" organisations (e.g. those listed in paragraph 2 of the telegram under reference) and more likely to travel in present circumstances to China than members of the J.C.P. whose top officials are listed. We shall endeavour to identify the former category should they apply but we cannot be sure to pin- point the key figures.

3. We issued 39 double transit visas to Japanese travelling to China in June as against 204 in the same period last year.
