"Commonwealth Office (D.T.D.).

During the disturbances last night in Wanchai on Hong Kong Island, an N.C.N.A. journalist, Hsieh Ping (5641/1627), was arrested, detained and will probably be charged with unlawful assembly. Another member of the N.C.N.A. then appeared at the Eastern Division Police Station where Hsieh was being detained, protested strongly at this 'kidnapping' and demanded his immediate release on the grounds that he was an employee of the C.P.G. He finally left saying that he would report the matter immediately to Peking.

2. There is this morning a small item on the front pages of the main left wing newspapers which claim that Hsieh's

kidnapping' is a serious political provocation.
