My immediately preceding telegram.

Bank of China Incident.

In view of the facts adduced and the certainty that I.T.N. will give the affair publicity together with the fact that the Bank of China is a para-statal organisation, I think that it is important to bring it at once to the notice of the Chinese N.F.A. I would hope that you could feel able to protest at this flagrant case of assault carried out from the Bank of China's property, and presumably by its employees and to instruct him to reserve our right to claim compensation for the assault and for damage to property, if the assailants can be identified. This latter is of course very likely to be difficult.

2. In the meantime we will explore the possibility of making an informal approach to the Bank of China to seek their co-operation. Police routine enquiries will continue, but are unlikely to be successful as the complainants themselves say that they cannot identify their assailants. You will appreciate that at this stage we do not wish to create a situation in which the police would have a duty to enter the bank.
