Addressed to Foreign Office telegram No. 875 of 12 July, Repeated for information to Hong Kong and POLAD Singapore.

People's Daily of 12 July carries three articles on Hong Kong. First reports the protest delivered to me last night about the arrest in Hong Kong of NCNA reporter Hsueh P'ing (my 874 telegram No. 864). Second gives details of Hsueh P'ing's arrest

and subsequent protest demonstrations, and quotes from an NCNA protest telegram of 12 July describing the arrest as a "Fascist atrocity" and demanding Hsueh P' ing's release.

2. Third article reports memorial ceremonies for Chang T'ien-sheng killed on 8 July, which were held on 11 July in the Sha Tau Kok area and at Shum Chun and attended by more than 50,000 people.
