In his speech at the banquet for President Kaunda on 24 June Chou En-lai made the following points about Hong Kong.
2. "If the British authorities in Hong Kong do not come to their senses but continue to carry out barbarous suppression of our patriotic countrymen in Hong Kong, and obstinately set themselves against the Chinese people in disregard of the warnings of the Chinese people and Government, then they will certainly receive even heavier punishment. They must bear all the responsibility for the grave consequences arising therefrom".
3. "In order to sabotage and check the mass movement of our patriotic countrymen in Hong Kong for the study and propagation of Mao Tse-tung's thought, the British Government and the British authorities in Hong Kong carried out a series of large -scale ruthless acts of suppression against our patriotic countrymen. Even yesterday, another worker was shot dead and scores were illegally arrested". "The working class, young students, peasants, fishermen and other patriotic Chinese in Hong Kong are becoming more united and organizing a mighty army against imperialism and its atrocities. Today they have begun a gigantic strike in protest against imperialism and its atrocities, and we pledge our firm support for them".
H. "Hong Kong and Kowloon have always been China's territory. All proper rights of our patriotic countrymen in Hong Kong, and particularly their sacred right to study and propagate Mao Tse-tung's thought, brook no encroachment whatsoever from anyone. The Chinese people, who have scored great victories in the World- shaking great proletarian cultural revoltionary movement, absolutely will not tolerate the ruthless persecution of their patriotic countrymen in Hong Kong by British imperialism. The Chinese people are determined to give, in accordance with the needs of the situation, every support to their patriotic countrymen in Hong Kong till final victory. The destiny of Hong Kong will be decided by our patriotic countrymen in Hong Kong and the 700 million Chinese people and definitely not by a handful of British imperialists".
