Hong Kong telegrams 899 and 922.
Montague suggests arriving Hong Kong on Sunday 9 July and staying till Wednesday 12 July. We would be grateful if you would arrange a suitable programme for him.
2. We feel it would be best to have no publicity until after his arrival but if questions are asked, we propose he should reply on lines of three below.

Naturally British exporters have been following closely the recent news from Hong Kong and I have come out to see the position for myself so that I can take back a personal on-the-spot report of the situation in the commercial and industrial world.

4. Subsequent publicity can be arranged with Montague after his arrival. On his return he would report on the situation to British industry generally and to the three trade missions in particular.
