Reference in paragraph 5 to Chairman Seamen's Union may be very important.

A skilfully planned strike of even a limited number of key ratings on deep sea ships would at any time have a serious effect. Now when there is an acute shortage of ships due to closure of Suez Canal this would be much enhanced. Moreover the maritime countries would take the main blame for the disruption of supplies and British exports would be hit more than those of say Japan.
3. We have already had a case where a Chinese seaman committed suicide after receiving by post a package which is understood to have contained a copy of Mao's thoughts.
40 Please advise any indication of possible trouble on these lines,
