MAJOR-GENERAL FITZALAN-HOWARD (Representing the Deputy Chief of the Defence Staff (Intelligence)) said that there had again been trouble in Hong Kong with a strike of Public Service Department employees in Kowloon and on the ferries. Police had used tear gas to control crowds.

In China generally, the situation remained turbulent with fluctuations in command in many States. The States of Kwantung and Kwangsi, which were closest to Hong Kong, were both believed to be in a chaotic state.

In Peking our Embassy had been attacked again.
