We are very grateful to you for your very full appraisal of the situation as it affects your leave. are most anxious that you should get a break, and we realise how important this is for your full recovery from your recent illness and operation,

2. We agree that the situation outlined in your tele- grams Nos. 799 and 806 indicates that a crucial point may be approaching. We are sure that as you say in paragraph 4(D) of your telegram under reference your departure from Hong Kong at this juncture would have a very bad psychological effect locally and would encourage the opposition. In these circumstances we think that the course you propose in paragraph 6 is the right one.
3. I suggest we keep this matter under constant review and that you should let me know immediately you think the local situation would permit you to go on leave without too great a risk to local confidence, or if you consider that your health will not stand the continued strain.
4. I am very sorry indeed that once again your leave plans should have to be upset.
