I attach a draft reply to Hong Kong telegram No.809,

based on our discussions with the Foreign Office early this

week and my later discussions with the Board of Trade. You

may wish to clear this with the Foreign Office before

submitting it to Sir Saville Garner and I am therefore not

sending a copy of the draft direct to him.

I am clearing the draft separately with the Board of

Trade, who are really only interested in the suggestion in

paragraph 2(f) of Hong Kong telegram No.809.

You asked to see comments on Hong Kong telegram 809 below. I submit for conson a draft reply to the Governor which has been agreed with the Foreign Office and the Board of Trade. If it is possible I would hope to get the reply off to the Governor by the end of the day as it is now six days since we received his telegram.
