Mr. Carter and I had a further meeting with Foreign Office officials this morning to discuss Hong Kong telegram No. 612 in which the Governor has advised that any further statement on Hong Kong should be made in London rather than

in Hong Kong.

We accepted this advice, although the Foreign Office still do not wish to enter into any discussion about the Peking statement. The proposal therefore is that a statement should be issued from the Commonwealth office explaining what has happened and the Hong Kong Government and B.M.0's policy on Hong Kong.

This statement is at present being drafted in c>nsultation with Foreign Office officiala and will be sent out to the Governor of Hong Kong and to our Charge d'affaires in Peking for their

comments because we think it is essential that it should be as

factually correct as possible.

he Foreign Office do not intend to attempt in any way to refute in detail the "eking statement, but the Under Secretary concerned will summon the Chinese Charge d'Affaires in London to protest to him about the demonstrations outside the office

of the British Charge d'Affaires in Peking and to insist that the Chinese Government give proper protection to British

property in Peking. He will at the same time hand the Chinese Charge d'Affaires a copy of the statement on Hong Kong which will be issued in London.

It is hoped that it will be possible to clear the draft statement with the Governor and with Peking by tomorrow morning and submit it to Ministers for approval tomorrow,
