The suggestion I have in mind is that the concept of an Ombudsman should be given very much more publicity. It might be desirable to appoint a special Ombudsman who would not be a member of either Council. This officer might correspond to the Imperial Censor who I believe existed in Imperial days in Peking. It would, I think, be necessary for him to be able to call for Government files and question Government officials. The object would be that he would not only be, but be seen to be,capable of passing an independent judgement in cases of maladministration by the Government. Bearing this in mind, I rather doubt whether the object would be achieved by simply giving more publicity to the activities of UMELCO.

If I may say so, on a slightly different topic, I entirely agree with you that it would be a good move if the Governor were to appoint to the Executive and Legislative Councils one or two people with slightly different backgrounds from those who are now nominated as unofficial members.

My interest in Hongkong arises from the fact that I was born there and have a brother who has been in business there for the last twenty years.
