IN CONFIDENCE
wish to ascertain that an extension would be supported by the Prime
Minister. If therefore my recommendation is accepted I think the
sequence of events should be as follows:
(1) for the Secretary of State to confirm with Sir David Trench
that the latter would be agreeable to the Secretary of State proposing to the Prime Minister and The Queen an extension of his term of office to April 1970, i.e. by 1 year, subject to his continuing fitness and a medical examination; in
which event Sir David would, provided the situation permits, come on about two months' leave in October,
(2) for the matter then to be put to No. 10, prior to informal
submission to the Palace.
Only after the steps at (2) had been taken could a public
announcement in Hong Kong be possible.
