Mr. J.R. Williams
After the Secretary of State had had his
discussions with Sir David Trench on May 13th he
directed that we should prepare a draft minute for
him to send to the Prime Minister about an extension
of Sir David's term of office. I am very sorry
indeed that this draft has not come forward before
now I found that the papers were unfortunately
roosting. I greatly apologise for this delay. It
is important that the Secretary of State should sign
this minute, which is on the lines he directed,
before he leaves the office for Mauritius, You will
see from the attached bundle the formidable number
of petitions on this subject to which we have to
reply.
