in common with professional staffs everywhere, of

course, been eroded.

9. Against the foregoing background, I believe that

the historic relationship between the salaries of one

Governor and another is largely irrelevant. (Some

Governors, however, do not see it that way. For

example, Sir R. Foster, the outgoing High Commissioner

for the Western Pacific, on being offered the

Flis acceptan Governorship of Fidi, sought to make it a condition

that, in any changes in emoluments which might be

made, the present percentage differential between

the emoluments of the Governor of Fiji and those of

the High Commissioner for the Western Pacific should

be preserved.)

10. This leaves only the question of the local cost

of living. It is, of course, a material element in

considering what should be the proper "take-home"

pay; though it ought not, in our view, to be an

element in calculating pensionable emoluments.

tion at this stage, except in so far as it is

the "responsibility" scale as at Table B together

with the Recommended Salary, which is based on the

application to the "responsibility" scale of the

1938 mean percentage differential with the most

highly paid subordinate.
