Governors' Emoluments

In my letter FP 1/10 of 25 April I put

to you a number of points on this subject; and

I am grateful for the expeditious and

considerate way in which you and John Kennedy

dealt with them.

2. In paragraph 6 of that letter I said that

the cases of Fiji and the Western Pacific were

of quite exceptional complication and that I

proposed to make them the subject of a separate

letter to you. This is the promised letter.

It deals, however, not only with Fiji and the

Western Pacific but with the Governors of all

our remaining dependent territories. For the

thorough and painstaking researches which we

have undertaking in the Commonwealth Office

have convinced me that the time has come when

equity demands that a root and branch review of

Governors' emoluments be undertaken.

3. In trying to assess the equitable salary

for any Colonial Governor we have, I suggest,

to take into account the following considerations

(a) Relative responsibility.

(b) Historic relationships.

(c) Differential between the Governor and the

highest paid member of his own staff.
