Governors' Emoluments
Your minute of 6 August.
While I do not for one moment question the argument or the arithmetic of the proposals in the draft letter to the Treasury, it comes as something of a shock to me that the revised emoluments of the Governor of Hong Kong should be put at £14,400. The Governor may find it acutely embarrassing to put so large an increase (of nearly 50%) to his Executive Council at a time when the likely increases to civil service salaries (which I understand are currently being reviewed) are bound to be comparatively modest,
2. I feel I must advise that before we put formally to him (by the usual despatch) any figure finally agreed with the Treasury, we should let him know our intentions informally and give him an opportunity to make any points he may think necessary.
