The Prime Minister met Mr. Jeremy Thorpe yesterday, at the latter's request, to discuss the situation in the Middle East. At the end of their discussion Mr. Thorpe referred briefly to Hong Kong. In particular he referred to the desirability, and indeed the desire on the part of many influential Hong Kong Chinese, to be more closely associated with the Government of the Colony. He recognised the difficulties of any further move to direct representation but suggested that the possibility of an indirect system of election such as had existed in Singapore might be examined. The Prime Minister undertook to convey this suggestion to the Commonwealth Secretary.

I am copying this letter to Reid (Cabinet Office).
