Mr. Thorpe must be referring to Legco members elected by the Chambers of Commerce. From 1946 to 1954 Singapore had a legislative council con- sisting of various ex officio and nominated members and not more than 12 elected members of whom three were severally elected by the European, Chinese and Indian Chambers of Commerce and the remainder by popular franchise. The Chambers of Commerce representation ceased in 1955.
