The attached cutting from the South China Morning Post of 7th June, which may not have come to your attention, may serve as perhaps some illustration of why I find it difficult to recommend putting elected members of the Urban Council on to the Legislative Council - a subject we discussed when I was recently in London.
Many of the more prominent elected members of the Urban Council are, as you know, Reform Club representatives.
People here who know anything of the matter at all, of course, are well aware of the irresponsibility of these suggestions and the ignorance displayed by them. They judge the Reform Club and its leading lights accordingly.
