We discussed the question of background briefing

for the Foreign Secretary on Hong Kong and Rhodesia.

I enclose a background note on Hong Kong which

we hope Mr. Stewart will find useful. It is, I fear,

rather long, but Hong Kong is perhaps the most sensitive

of our remaining colonial possessions and the handling

of its problems has a considerable bearing on our

defence commitments and our relations with China.
