Would you please consider what briefing the

Foreign Secretary should be provided with on

Hong Kong in order to give him some background to

current problems before he takes over responsibility

for Hong Kong on the merger of the two offices?

2.

Mr. Stewart will not require anything bulky

in the way of briefing but there are no doubt

some essential points which he should master.

3. May we please have the briefing by 26 September

so that the Foreign Secretary can read it at

leisure in advance of merger?
