Estimates for 1969/70 for Special
Missions and Services
Preparation of the detailed estimates of expenditure for the financial year 1969/70e now in hand and I shall be glad to have early information about the programme of overseas events covered by your Department.
In view of the Chief of Administration's Circular No. H 142/68, you will understand the need this year for particularly good budgetting. In compiling your replies, it would be helpful if you would show the following details:-

Probable numbers and level of attendance (i.e. Ministerial
or Official); together with the estimated costs for:-
Travel
Subsistence and Hotels (including suites)

Fees and Honoraria.
In the past, Departments have sometimes failed to make provision for various meetings which take place regularly as well as some ad hoc meetings. I should therefore be grateful if you would give details for all overseas conferences and visits, including Ministers' visits which are likely to take place in 1969/70.
I also enclose a Proforma to be used in connection with conferences and meetings sponsored by the Foreign Office/Commonwealth Office due to be held in the United Kingdom during the period 1 April, 1969 to 31 March, 1970 and chargeable to the Special Missions subhead of the joint F.0./C.0. Vote. Notification of all possible meetings, as well as those definitely in view should be included in the forecast, and where firm dates are not available, approximate dates would be helpful. Under column (iii) it should be stated whether the meeting will be at Ministerial, Ambassadorial or Official level, Any special requirements such as entertainment, transport, presents etc. should be shown under column (vii).
