In your minute of 13 September which I received yesterday you ask for a list of topics which it might be useful to raise (opportunity permitting) with visiting delegates outside the formal proceedings.

As far as the economic and commercial sphere in Hong Kong is concerned, apart from the items which I have listed separately, there are no specific matters to raise with the Hong Kong delegate, Sir John Cowperthwaite. This applies equally to the political side. Presumably your department will be looking after the financial angle and any points which have arisen in connection with the recent negotiations in Hong Kong about a guarantee for the colony's reserves. I believe also that Hong Kong's impending application to join the Asian Department Bank has already been covered or will be covered very shortly in discussions between Sir John and the Ministry of Overseas Development.
