NOTHING TO BE WRITTEN IN THIS MARGIN
of Article III of the Treaty which requires
non-nuclear-weapon states party to the Treaty
to accept IAEA safeguards on source and special
fissionable material with a view to preventing
àiversion of nuclear energy from peaceful
uses of nuclear weapons or other nuclear
explosive devices. The United Kingdom as a
nuclear-weapon state is not required to
accept such safeguards but H. M. F. in common
with the Government of the United States have
voluntarily undertaken to submit nuclear
activities in the United Kingdom to safeguards
similar to those required of the non-nuclear
states subject to exclus.ons for national
security reasons only.
Notwithstanding the
postulated status of associated states anā
dependent territories as parts of a nuclear-
weapon state, H. M. G. would therefore expect
fissionable materials and nuclear facilities
in those territories to be voluntarily
submitteä to IAEA safeguards in a similar
way
5. No date has yet been fixed for
ratification but it is considered necessary
to be in a position to ratify at short notice.
If no reply to this telegram is received by
28 September it will be assumed that there is
no objection on the part of the territorios
or states concerned.
