I have now redrafted the telegram to associated states and dependent territories to incorporate comments received and the realisation that virtually all posts concerned have received the text of the Treaty and Guidance material at an earlier date.

2, It is necessary to despatch this telegram by close of play today Friday 20th. I will assume that there are no objections if no comments are received by 6 p.m.
