Your circular minute of 16 September,

There is a policy of regular ministerial and official visits to Hong Kong to maintain full contact with the Governor and his advisers. I think Wo should provide in 1969/70 for at least one ministerial visit of a week's duration and two official visits, each of ten days duration.

A Minister visiting Hong Kong is usually accompanied by his Private Secretary and one other official. It is usual for all to be accommodated in Government House; no charges therefore arise for accommodation, local transport, entertainment and communications facilities all of which are přovided by the Hong Kong Government; nor do charges arise in respect of gifts, fees or honoraria, The cost therefore will comprise :

(a) Return Air Fares at £790 per person

(First Class)

(b)

Subsistence allowances at the appropriate reduced rate since full board and accommodation is provided.

Visiting officials are invariably of Counsellor rank or above and are also normally accommodated at Government House or with the Colonial Secretary, In their case too the only expenses arising are those at (a) and (b) above.
