2. The Long-term Study on Hong Kong is the only matter the Hong Kong Department is working

on for submission to Ministers. As a result of

Commonwealth Secretary's discussions with the

Governor of Hong Kong on 13 May, it is clear

that it cannot now go forward to the Hong Kong

Ministerial Committee and D.0.P.C. before

Whitsun.
