on this subject, but introduced certain new elements. For
example, it referred to the "debt of blood" owed to the
Chinese people in respect of the events of 1967; it alleged that Hong Kong was being used as "a logistics
centre" as well as a base of operations for American
aggression against Vietnam and it demanded the immediate
departure of the Enterprise",
6. A draft reply to the Chinese Note is in Foreign Office telegram No.629 (copy attached). Peking had no comments. Hong Kong had one small comment (telegram No.749, copy attached). The draft reply will be submitted to the
Foreign Secretary shortly.

The British Chargé d'Affaires has strongly recommended
that we should insist on a lower level of United States naval
visits to Hong Kong in the present atmosphere of Sino-British
relations and we have told Hong Kong that we are about to
review the basis on which such visits take place. The
Chinese Peoples' Government have made it clear to Sir Donald Hopson that the visit of the "Enterprise" at
this time has had a deleterious effect on the position of
our mission in Peking, in so far as the issues of exit
visas for varicus members of the Mission is concerned.
Detainees under Emergency Regulations and
Deportation of Aliens Regulations
8. The Governor sends us regular returns of the
numbers of persons detained under the above Regulations. Since the beginning of the year, the number of peræ na detained under the Deportation of Aliens Regulations has decreased
