Commonwealth Finance Ministers' Meeting

London, 25-26 September, 1968.

I do not wish to propose any special briefs for the meeting in relation to countries in which this department has an interest. In the country brief for Zambia we shall be concentrating on the question of contingency and other aid for Zambia which will be the main subjects of discussion between President Kaunda and the Prime Minister later this month. Clearly it will not be possible to begin on this brief until the talks have taken place.

The country brief on Malawi will need to concentrate mainly on aid. The Malawi President recently suggested that Britain might give contingency support to Malawi on the Zambian pattern. This point also will need to be covered, negatively.

3.

The principal point in the country briefs for Lesotho and Botswana will probably be the request of the Governments of both these countries for increases in their 1969 / 70 aid to compensate them for sterling devaluation.
