with reference to Mr. Mackilbėgin's minute of 27 November on the above subject, I enclose a draft section on Hong Kong for inclusion in the speech. It has been cleared with Mr. Carter and with the Foreign Office.
2. It was decided to exclude any mention of either the recent lifting by the Chinese of restrictions on our staff at our Feking mission, or áf the recently concluded border talks with the Chinese border authorities on the liong Kong/ China frontier. This was done at Foreign Office suggestion because of possible Chinese repercussions.
3. Copies of this minute and its enclosure are going to wir John Johnston and the Private Secretary to P.U.5.
