Secretary of State's visit to New Zealand

for us.

The Secretary of State will leave London on 28 March to

visit New Zealand (where he will lead the British delegation

at the SEATO Council Meeting). He will be accompanied by

Mr. Moreton and the Private Secretary.

2. In addition to briefs on SEATO and on Far East defence

matters, which are being prepared separately, departments have

already been warned that the Secretary of State will require

briefs on the Anglo-New Zealand matters listed below:

Form

The Briefs should follow the lay-out of the Annex.

They

should be divided into three parts:

Part 1

Talking points for use with Ministers and

Part 11

officials (pink paper)

Talking points for use with the public (green paper)

where appropriate.

Part 111 Background Notes (white paper).

The talking points should be short and in direct speech

(e.g. "I was interested to hear

.."). Those (if any) which

the Secretary of State might introduce into the discussion should

be placed before defensive talking points, which should be
