Long Kong Public Order Ordinence 1967

The Reform Club of Heng Zong submitted a petition to Parliament

about this legislation. This was tabled on 12 December and reference

may be ande to it.

The purpose of the Ordinaros is to consolidate into one measure 2

the various provisions dealing with public order and to strengthen the

law where experience bae shown thêu to be desin: ble.

This is not a lurried piece of legislation arising from the

disturbances in Reag Rong this year! motive work on its preparetion

has bean in progress for at least two years prior to its eneotaent.

There rere alterations to take account of the exserience gaired during

recent months, but the ordinence is not designed for dealing with

emergencies. Of the considerable amount of emergency legislation which

it has been necessary to introduce since May, the only ocergency

regulations which have been incorporated in the ordinance are those

dealing with. the offences of intimidation and intimidating assembly.

These offences have been powerful weapons in the hands of the local

Com unists in the overcrowded conditions of lang Kong.

It is true that these particular provisions are based on

Southern Khodesia law, but it should be noted that the law in question

was enacted in 1960 (1.e. long before the unileteral declaration of

independence in that country).
