Preparation of Briefs
Enclosed is a copy of a Note CFM(67)1 about briefing
for the forthcoming meeting of Commonwealth Finance Ministers.

referred to in paragraph 5 of the Note, are also enclosed as a
guide to the lay-out of briefs. "Commonwealth Office" should,
of course, be substituted for "Treasury" where necessary.

Briefs, when completed, should be sent direct to the
Treasury Committee Section. It is recommended that Departments
should keep a sufficient number of the briefs that they prepare
over and above the 50 copies to be sent to the Treasury Committee
Section for their own use and for circulation within the
Commonwealth Office.

5. The following briefs are to be prepared by Commonwealth
Office Departments:

(9) E.E.C.: Trade implications Common Market Department
(11) Commonwealth Financial Meetings in 1968-
Commonwealth Financial Policy Department
(14) Rhodesia - Rhodesia Economic Department
Brief No.(8) should cover briefly the non-Common Market aspects
of the future of the Commonwealth Sugar Agreement but a separate
fuller brief will be needed by the Commonwealth Office
