NOTES OF THE HONG KONG SITUATION

FOR USE BY THE PARLIAMENTARY UNDER SECRETARY (AIR)

I was heartened by what I saw in Hong Kong and greatly impressed by

the firm spirit of the people of the Colony in the face of the terrorist

tactics to which the local Communists are now resorting. Their fortitude

has been remarkable and deserves every praise. The vast majority of the

people support the firm action taken by the Hong Kong authorities who

will continue to have our full support and assistance. As our Foreign

Secretary said in Parliament last months "We intend to fulfil our

responsibilities towarde Hong Kong and to take all the meamures needed to

restore the situation so that the people who live there may settle dow

again to their normal pursuits, which is what the vast majority of them

want".

Involvement of

Chinara Govement. We have no evidence that these

troubles in Hong Kong were instigated by the Chinese Government. It seems

more likely that they are a roflection of the revolutionary ferment on the

Chinese mainland. The Chinese Government are, however, giving strong

propaganda encouragement to their supporters in the Colony.

Border Incidents.

These also appear to be locally inspired.

The Chinese Army seem to be doing their best to stop incursions over the

frontier by these demonstrators. Our Forces on the border have the

situation under firm control.
