Secretary of State's Meeting with Governor

of Hong Kong at 2, 30 p.m. on Wednesday,

13th September. 1967

I suggest that discussions with the Governor might cover the following matters:-

Acting Governor's proposal to introduce Emergency regulations to deal with the production and distribution of illegal

broadsheets. We are preparing with the Foreign Office a joint submission on this problem, which has been the subject of the attached exchanges (Hong Kong telegrams Nos. 132 and 1358 and our telegram No. 1840). (2) Acting Governor's request for our views on

introduction of death penalty for possession

of bombs. grenades, explosives, etc.

have yet to submit on this issue, which has

been the subject of the attached exchanges (Hong Kong telegram N. 1310 and Sir Arthur Galsworthy's letter to the Acting Governor dated 8th September),

(5) Future Policy on ilang Kong. Please sce Top

Secret Annex to Notes for the Secretary of

State prepared by the Hong Kɔn, Department. The Governor, we know is in general agreement with the provisional views expressed there,

but it is most desirable that Ministers should

hear his views at first hand.
