Mr. Lester Fearson, the Prime Minister of Canada, will be visiting Britain from November 21st to 27th inclusive. The primary purpose of the visit will be to receive the Freedom of the City of London and an honorary degree from London University. Two mornings are however being reserved in the programme for discussions with British Ministers, and Mr. Pearson is expected to spend some additional time in informal discussions with the Trime Minister and the Commonwealth Secretary.

Mr. Pearson wishes to have wide ranging discussions on topical matters with British Ministers, He will be briefed by the Canadian D.E.A. on the following subjects.-

The purpose of this minute is to ask (a) whether you wish to suggest any other topics which should be raised with Mr. Pearson, or on which defensive briefs should be prepared; and (b) to ask you to indicate, in the case of subjects for which your department is responsible within the Commonwealth
