General Situation
In the week ending 5th November there was an increase in the rate of
bomb incidents, probably aimed at disrupting "Hong Kong Week" (a trade
promotion venture). One European Police Inspector was killed handling a
bomb. The opening on 15th November of the Canton Trade Fair may lead
to some decrease in terrorist activities in Hong Kong.
There were also minor demonstrations and incidents in the Colony.
Food supplies have continued to enter Hong Kong at a satisfactory
level.
Border Talks
Two meetings have taken place on the frontier (on 1st and 3rd November)
with local Chinese border officials with a view to settling various border
issues (including the return of the abducted Hong Kong police personnel).
Both these meetings took place on Chinese territory because of the Chinese
refusal to meet our request for meetings on alternate sides of the frontier.
Agreement was reached on a number of the matters involved but before
this agreement could be implemented the Chinese border authorities on
4th November asked for a further meeting to discuss certain unspecified
points which they alleged to be outstanding from the previous meetings.
Before agreeing to any further meeting we have asked for details of
points to be raised and an explanation why meetings cannot be held on
alternate sides of the border. No reply has yet been received to our enquiry.
