Hong Kong and the economic situation in the period proceding the disturbances

including the employment situation and wages and conditions of work,

the heading of "Social Conditions" the Report discusses housing, environment

both physical and social, education and community spirit. There is a special

section entitled:

"The Special Problem of Youth".

Dealing with matters more directly and obviously related to the

disturbances the Report discusses public attitudes towards Government and

particularly towards the police.

Links Between Government, People

The Commission is of the opinion that amongst a wide section of the

population, little is known of Government's achievements in many fields and

that there was much misunderstanding of Government's aims, The Commission

suggests that channels of every kind be opened and developed, so that the

lines of communication between Government and people be as many and as varied

as possible.

It also suggests that "hore should be a greater decentralisation

of administration with a view to providing a range of simple services at the

local level in order to build up community spirit and improve the public's

access to Government" and that local representation on advisory, consultativo

or executive bodies be further developed.

The Report suggests that more youth services he provided and that in the young people of today Hong Kong must make its major and most significant

investment.

In reviewing the events in compaction with the Star Ferry Company's

application for a fare increase, the Commission found that it was "clear that

the Transport Advisory Committee and the men in the street. were not soeking

to answer the same question" and that the man in the stripot was being urged
