the Committee was considering the problem of what is a fair
return, without which the economic machine in Hong Kong will
not operate effectively, while the emotions perhaps more than
the thoughts of the public were being enlisted.
The earlier part of the reports reviews in detail
the events leading up to the disturbances and the distur-
bances themselves, as seen through the eyes of police officers,
newspaper reporters and photographers, as well as many of the
demonstrators themselves.
The Commission of Inquiry was set up last May by
the Governor of Hong Kong, Sir David Trench. The chairman
was Sir Michael Hogan, the Colony's Chief Justice.
