But they are still subject to disallowance by

Her Majesty and that is presumably the reason for the Governor,
when reporting them, states that they have been made "subject
to Her Majesty's pleasure". I think that signification of
non-disallowance of the appointments (not of confirmation thereof)
is desirable even if the contention were correct that the effect
of the omission of the words "for our confirmation or
disallowance" is that such signification is not legally necessary.
It is obviously convenient for the Gove nor to be informed that
the power of disallowance which exists in relation to these
appointments will not be exercised.
