up until the following year). The overt reason is his own and his wife's ill-health, behind which there is some truth.

There is therefore one place in Executive Council to fill, and the person to whom first consideration is due is PC WOO. He is an excellent chap in many ways: intelligent, interested and of sound judgement. Against him, however, is that he would make a third solicitor (with Kwan and Kan) on the Chinese side which is really rather too much; and, further, that he too has won the disapprobation of his colleagues recently by a rather disorderly private life. (This of course is common enough amongst Chinese but it is criticizable in a Council member and it does make for potential security risks). In addition, it has recently come to my attention that the Chinese Unofficials think him sometimes a little bit too talkative. I have no evidence of indiscretion on his part myself, and am rather inclined to discount the charge, but it has to be borne in mind in the context of his credit amongst the other members. So I am passing him over, although for face sake I shall have to use him as occasional alternate for a time at least.

In FS LI's place, therefore, I would like to appoint PY TANG. We must have someone on Council who can really make a useful contribution to the labour legislation that is coming forward, and he is undoubtedly the best man. An enlightened employer himself (in the rather paternal Chinese manner of course) he nevertheless knows industry's problems and can I am sure help us greatly to avoid damaging mistakes.

All these appointments expire on 30th June 1968 and all but TINGLE and TODD will remain in their present posts although some may proceed on leave. I accordingly propose the following be re-appointed for one year:
