I have discussed Hong Kong despatch 758 with Mr. Carter. As these appointments and reappointments are as agreed with the Governor in demi-official correspondence I have telegraphed Hong Kong saying that the Queen has been pleased to gige instructions for appointments to Legislative and Executive Councils as recommended by the Governor. I should be grateful therefore if you would now arrange for the appropriate notice(s) in the London Gazette.
