I have the honour to inform you that I have appointed Mr ANN Tse-kai, provisionally and subject to Her Majesty's pleasure, to be an Unofficial Member of the Legislative Council from 5th September to 10th November during the absence from the Colony of Mr Q. W. Lee.

Mr Ann's previous appointment referred to in your Despatch No. HWB 1/3 dated 24th July, 1968 expired on 20th July following the return to the Colony of the Honourable FUNG Hon-chu.
