I have the honour to transmit for your consideration the enclosed petitions, which have been received from the organisations summarised and listed in Appendix A, seeking the extension of the service, as Governor of Hong Kong, of Sir David Trench, K.C.M.G., M.C. In the case of petitions in the Chinese language an English translation is attached.
At Appendix B I list the names of individuals who have similarly petitioned and at Appendix C I submit copies of the more important comments, which have appeared in the local press.
At Appendix D I attach a copy of the standard form of acknowledgement which has been given to the signatories of these representations: the final paragraph has been omitted in the replies which have been made to individual petitioners.
It will be seen that a total of 356 organisations have submitted petitions on this issue: in the aggregate, these organisations would traditionally be regarded as being representative of the entire Chinese population of Hong Kong.
You will observe that some of the petitions are addressed to Her Majesty the Queen, some to the Secretary of State for Commonwealth Affairs, some to Her Majesty's Government, and that in some cases the recipient is not stipulated. I do not consider that the form of the address is significant, since all are in effect intended for the authority who makes the appointment.
I should be grateful to learn what reply you would wish me to return to the petitioners.
